Bill has enjoyed a long and varied legal practice, beginning when he first became a lawyer in Newfoundland in 1976, upon admission to the NL Bar. He was appointed as a judge of the Provincial Court of NL in 2000 and remained in that position, primarily in Labrador, until his retirement in 2019. From 1987 until 1994, he was in active practice in California as an attorney and a member of the California State Bar. In 1995, Bill resumed legal practice in NL until his appointment to the Bench. He was also admitted to the D.C. (District of Columbia) Bar in 1996. In 2020, he was readmitted to the NL Bar.

His work has involved numerous branches of the law, including family and criminal law, employment and labour law, commercial law, product liability, and real estate defense. He maintains his memberships in good standing in both California and D.C. Bars on inactive status.

Bill has earned a Bachelor of Arts (Education) degree from Memorial University of NL, an LL.B. (bachelor of laws degree) from Dalhousie Law School, and in 2013 a Masters of Law degree from York University, through Osgoode Professional DeveloPMent, in Alternative Dispute Resolution. He is available for mediations and arbitrations, both online and in person, as well as for general litigation in a wide spectrum of the law.
