A native of Northwest Ohio, Mr. Marks was born and raised in the Toledo area. He is a graduate of Perrysburg High School and an Eagle Scout. After serving a two year mission in Italy, Mr. Marks returned to finish his education.

Since his return to Toledo, Mr. Marks has remained active in the local scouting community, serving both as the Scoutmaster for a local troop and a commissioner for his district.

Mr. Marks worked as an extern for the Honorable James G. Carr in the U.S. District Court for the Northern District of Ohio and the Honorable Patrick J. Foley in the Lucas County Court of Common Pleas.
