During law school, Ms. Carter was a legal extern for the ACLU of Arizona, and worked on several noteworthy Arizona civil rights litigations, including racial profiling in the Maricopa County Sheriffs Office, the elimination of the Mexican American Studies program in Tucson Unified School District and inmate medical negligence lawsuits against the Arizona Department of Corrections.
